Foreign buyers arrive in Mexico with no reliable way to evaluate the legal posture of a developer. Public information is fragmented across state registries, PROFECO records, court dockets, and construction permit databases — all in Spanish, most unindexed, and none cross-referenced.

Developers know this. The worst actors thrive precisely because foreign buyers can't easily discover delivery delays in their previous projects, pending litigation, or AML compliance gaps — information that would be routine due diligence in a U.S. or Canadian transaction.
